On motion of Councilors Flynn and Murphy, the rules were suspended, the resolution was adopted; yeas 9 (Breadon, Culpepper, Durkan, FitzGerald, Flynn, Murphy, Pepén, Santana, Worrell), present 3 (Louijeune, Mejia, Weber), absent 1 (Coletta Zapata).
